Abstract

brazilian society over the past three decades witnessed a higher critic towards corrupt, populist
Government, and spending policies born out of the mass democracy advances made possible by the
democratization process of the 1980s. In this sense, the neoliberal orthodox policy transformed the
developmentalist government in a managerial government. In the midst of this process, society still believes
there is a democratic state, finds itself disillusioned with the Government, politicians and mass democracy.
Understanding how they built this sad reality, in which the democratic government was replaced by the
democracy of the market, it is the objective of this article.
