Public fund: the dispute between capital and labor for budgetary resources in RN, PB and MA (2015-2018)

Abstract

The dispute over the direction of spending within the public fund highlights the priorities and interests of the State in the application of public resources: capital, which is always eager for the application of more public resources in financial expenditure and labor, for the allocation of resources for the execution of social expenditure. Revealing how this dispute takes place within states is extremely important to understand what interests are really being prioritized by governments on the periphery of capitalism in crisis. In this sense, the article aims to analyze the amount, destination and relevance of social and financial spending in the states of Maranhão (MA), Paraíba (PB) and Rio Grande do Norte (RN). To this end, it carried out documentary research on the budgetary execution of the expenditure, along with the websites of state governments, and found: the increase in the amount of budgetary expenditure in the three counties, the increase in the share of social expenditure in the total expenditure in RN and PB reduction in MA, the relevance of social spending in these counties and the increase in the relevance of financial spending in Maranhão.
