THE CHALLENGES OF COLLECTIVITY, PERSONALISM AND ELECTORAL INSTITUTIONALIZATION

In this article, we discuss the issues surrounding the regulation of collective mandates, which had a significant increase in the number of candidates at the municipal level in the 2020 elections, characterized as candidacies that present themselves to the electorate as a collective. Using the inductive method of grounded theory, we critically analyze the self-declared positions of the National Front of Mandates and Collective Mandates, in order to understand the dilemmas that regulation may raise, from the need for greater institutional security to the loss of the disruptive nature of these mandates, which oppose personalism, the bureaucratization of parties, and the underrepresentation of historically minority groups. We conclude that significant challenges persist regarding the sharing of power among elected co-candidates, given the heterogeneity of their experiences and perspectives, as well as regarding compatibility with current Brazilian electoral legislation.
