Talking about art as an aid in the cognitive development of the blind person leads us to reflect on the importanceand understand how this process occurs. To carry out this research I opted for qualitative research, involving analysis of the contents obtained through a workshop held with blind people of the Association of the blind of Piauí - ACEP. We realized that when transmitting the teaching of arts to the blind person, their cognitive development is significantly expanded, which allows them to paint and use colors even without seeing them, we do not deny that there are difficulties, because we also find it more we realize that there is the possibility of overcoming. The bibliographic basis of the work followed parameters of Masini (2007), Barbosa (2006) that report how art can help in the cognitive development of the blind person, and how the ptitic system can be expanded through art. This work allowed a better understanding of how art can help in the cognitive development of the blind person. The result of this work showed that the blind person has his cognitive development expanded from the moment he begins to know the colors and through this knowledge he can perform the painting of a canvas, enlarged his touch and consequently his sensitivity in feeling the colors and making use of them and that the painting goes far beyond vision. The Feelipa table created in 2009 by the Portuguese designer Filipa Nogueira Pires, which from geometric shapes was paramount to the realization of this work.
