This article aims to analyze the rulemaking acts of the Municipal Government of Teresina - PI during the pandemic of COVID-19. From the concept of federalism and the autonomy given to the subnationals by the Federal Constitution of 1988, we search for understand the way and measure of the Municipal Government of Teresina regulated the actions to combat the coronavirus (SARS-CoV-2) in order to protect social rights. The rulemeking acts analyzed deal with areas of health, transport, security, social assistance, food security, education and leisure. In this sense, within the Brazilian federal context, it is understood the possibilities of cooperation between the federal entities and the capacity of the local government to act in the face of a pandemic.
