Abstract

Transit-Oriented Development – TOD is an urban planning strategy oriented by eight principles (connect, densify, mix, compact, walk, cycle, public transport and shift) which goals are to organize compact neighborhoods with high demographic density, land use density, and the offering of public services and space. The review of Teresina’s Master Plan of Territorial Planning in 2019 confirmed the city´s intention of developing TOD’s strategies. This paper aims to analyze and evaluate in which way TOD’s principles were considered in the public policy of Teresina-PI over the years in order to understand how much the municipal administration is committed to implementing the strategies. This paper methodological procedures were: bibliographical review to establish a theoretical framework and documental research and analysis. The results suggest the concern with land use ratio, housing and transportation issues, population density, and urban expansion control have been developed over the urban plans of the city until the current scenario of resemblance between the Teresina’s Master Plan of Territorial Planning and TOD models.
